Try TimeZone=EST5EDT in the [Miscellaneous]-section of eudora.ini.
The format is: TimeZone=xxxnnnyyy
xxx : Timezone during standard time
nnn : number of hours west of gmt (negative for sites east of gmt)
yyy : timezone during dst
